Source of truth: builders-program.xml. Every delivery carries phase, sourcing, fair-code class, COE gate, and regulatory mapping.

SELF-EXTENSION LOOP — DISPATCHER SURFACES, COMMUNITY SHIPS

Six declared edges between shipped deliveries and the next bounty. The dispatcher detects the gap and opens the work; a contributor claims it; reviewers replay; donut routes on merge. Three edges open autonomously, three pass through COE community review first via the coe_gate flag.
